The Town Council on Wednesday narrowly shot down a proposal from outgoing Councilor JoAnne Vigil Coppler to prioritize “local” businesses that hope to acquire and build the virtually 250-acre Las Estrellas home above issues regarding the definition of “neighborhood company.”
